The Strategy and Performance (S&P) section of King County's Solid Waste Division (SWD is seeking a talented Performance Analyst to join our dynamic team. The ideal candidate will excel in collecting and managing data and possess the ability to coach and guide team members who are new to data visualization and interpretation. If you have a knack for transforming complex data into clear, actionable insights and enjoy helping others understand and leverage this information, we want to hear from you. 

About this Role:

The primary focus of this position is to improve the division's use of metrics to better understand project and program delivery and make more informed, strategic decisions. We currently use PowerBI for many division-wide metrics, but more work is needed to drill deeper into the section or unit level, and to use this information more regularly. This position will be critical in building a culture around using information to drive action.  

In this role, you will get many opportunities to partner with staff working on many interesting projects such as increasing recycling at our transfer stations, improving our landfill gas collection systems, ensuring our services are delivered equitably, etc. This is also an opportunity to work directly with senior management in an organization of over 450 people and make meaningful changes to our region's solid waste and recycling system. 

About the Team:

The King County Solid Waste Division is bustling with exciting initiatives! From transitioning our fleet to electric vehicles and enhancing recycling and waste reduction efforts to updating our comprehensive plan and exploring cutting-edge waste management technologies, we are at the forefront of innovation. As a member of the Division's Strategy and Performance Section, you will collaborate across the division to monitor progress on key projects and identify opportunities for service improvement. This role offers a unique vantage point, allowing you to see the bigger picture and influence the strategic direction of the division.

What You Will De Doing:

The core work duties of this position include the following:

  • Lead on identifying, developing, and tracking KPIs - both at a division-wide level and engaging with sections on specific metrics - and managing the processes to maintain and update measures. 
  • Contract with and manage consultants and other professionals by monitoring performance and ensuring accountability. 
  • Coach staff on how to visualize measures and discuss them in briefings.
  • Lead on reporting performance metrics to the Executive Office and division leadership.
  • Partner with other staff in the division that manages data to ensure credibility and consistency of the data.
  • Provide support for LEAN improvement projects in the division and facilitate these projects. 

Qualifications You Bring:

  • Knowledge of and skill in developing and maintaining performance management systems (identifying key measures, effectively visualizing measures, developing systems for discussing measures, etc.). 
  • Excellent Excel, PowerBI, and SQL skills. 
  • Experience with enterprise financial systems such as Oracle or SAP.
  • Knowledge and demonstrated experience in data management, and analytical techniques, principles, and practices.
  • Experience in explaining and teaching the relevance and importance of data, how to visualize this data. 
  • Knowledge of and skill in project management techniques and principles. 
  • Skilled in working with internal teams/committees where employees feel heard and inspired. Effectively engages with a diverse set of employee teams and workplace cultures including those in skilled trades. 
  • Strong oral and written communication skills, including the ability to communicate technical information to non-technical audiences and elected officials.

It Would be Great if You Also Bring:

  • Experience in database design working with data warehouses, or repositories of organizational data, and making the data available and usable for analysis. 
  • Project manager experience with public works projects 
  • Expertise in ETL (Extract, Transform, Load) processes. Project manager experience with community outreach
  • Demonstrated experience applying equity and social justice principles and practices in a government setting. 
  • Strong data analytics skills 
  • Demonstrated experience in educating others on LEAN concepts and leading LEAN projects. 

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 days a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department's vision of Green Where We Work.   
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.  
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Protec Local 17.
