Job Summary


The Deputy Director Operations Control System (OCS) is responsible in overseeing and leading the technical staff managing the MBTA Operations Control System (OCS). The Deputy Director Operations Control System (OCS) will report directly to the Director of Signals & Communication.

Duties & Responsibilities

  • Oversee and provide direction on all activities associated with the support, maintain, and enhance the real-time distributed system used to manage the MBTA's Operations Control Center (OCC) Train Control System.
  • Respond to system emergencies (automated and end user identified) twenty-four (24) hours per day, seven (7) days per week.
  • Supervise the teams' monitoring of the equipment and systems to detect hazards and the need for adjustments, corrections, and improvements.
  • Oversee the improvement of the automated system monitoring and problem auto resolution systems.
  • Review system failures addressed by the team detecting trends over time and put together plans to properly address for a long-term solution.
  • Lead and design, implementation and integration of new software systems, hardware, and technologies into the Operations Control Center.
  • Coordinate, review and organize all detailed system documentation such as hardware layout diagrams, operating system installation procedures, software design, implementation, testing, cutover and maintenance documents.
  • Perform code, hardware/software design reviews and approve modifications.
  • Oversee the teams change control and version management procedures.
  • Review all specifications and RFPs associated with integration to the Operations Control System.
  • Review all submittals from contractors and/or vendors and participate in the selection process.
  • Establish and monitor annual preventative maintenance schedules to be implemented by staff.
  • Ensure all field team have received the proper right-of-way training.
  • Establish project goals and monitor progress to ensure the efficient and timely use of department resources. Manage and coordinate any investigations into systems failures and the implementation of corrective actions.
  • Provide updates as needed to the Director Signals & Maintenance on project and maintenance activities.
  • Participate in the development and management of the department's annual operating and capital budgets ensuring sound fiscal oversight of all resources.
  • Work with the Office of Administration to review and assess current and future staffing needs. Participate in all phases of the recruitment and selection of employees for the department.
  • Ensure the department's compliance with Authority policies and procedures, including compliance with all applicable safety standards, discipline processes, and mandated trainings.
  • Establish and maintain sound union/management relations while upholding the right and interests of management and adhering to collective bargaining agreements. Respond, directly or through other, and/or report to work for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Drive a company or personal vehicle to visit work sites to assist at emergencies, service disruptions, and/or other events as needed.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of the workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, and collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination, Anti-Harassment and Anti-Retaliation policies.
  • Perform related duties and projects as assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution.
  • Five (5) years' experience with IT application systems.
  • Three (3) years on-call emergency support experience.
  • One (1) year of MySQL/MariaDB and Linux systems experience
  • Strong analytical, problem solving, planning, and interpersonal skills
  • Ability to provide internal and external customers with a courteous and professional experience
  • Experience developing monitoring operating and capital budgets
  • Experience making presentations as needed to executive management staff and regulatory agencies
  • Ability to supervise and effectively work with a diverse workforce
PREFERENCES INCLUDE:
  • Experience with transit control computer systems
  • Three (3) years of experience in leadership, supervisory and or managing technical personnel
  • Experience with:
    1. Software engineering, application software development
    2. iVPi, Microlok, GE PLC
    3. Vital/non-vital signal system components

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
