The City of Gainesville Public Works Department is seeking a talented professional to join our team of community builders in the role of Supervising Engineer - Traffic.

The position does require an engineering degree and licensure as a Registered Engineer.

Primary responsibilities include supervising and managing traffic signal technicians and technical staff to install, maintain, operate, program, troubleshoot, and repair a diverse range of traffic control devices, communication and telecommunication equipment, and equipment and software utilized in daily operations by the City’s Advanced Traffic Management System, as well as provide review and response to citizen traffic signal and signage related requests. This role involves advanced, independent professional and technical engineering work in support of the City's vision for 2035:

Job Description:

NATURE OF WORK

Supervising engineering work coordinating teams of Public Works engineers, and/or technical support specialists in planning, developing, and implementing a number of large and important projects or a project of major scope and importance.

CLASSIFICATION STANDARDS

Positions allocated to this classification report to a designated manager and work under general supervision. Work in this class is distinguished from higher classes by its lack of managerial responsibility and from lower classes by its emphasis (over 50% of the time) on the coordination, motivation, and guidance of professional staff engaged in a single project of large scope and importance, several substantial projects, or controversial projects affecting the effectiveness and viability of the organization.

Note: It should be understood that the job competencies, duties and requirements of the Engineer IV are inherently included in this position.

EXAMPLES OF WORK**

ESSENTIAL JOB FUNCTIONS

Performs in a supervisory capacity, planning, developing, coordinating, and directing a number of large and important projects or a project of major scope and importance.

Coordinates the preparation, review, and approval of engineering analyses, specifications, and reports for complex projects.

Formulates operating policies.

Supervises, coordinates, and trains engineering groups, including Level I, II, III, and IV level engineers and/or technical support specialists, and/or support personnel. Provides guidance, assistance, and interpretation to others.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Designs, evaluates, and coordinates engineering projects and activities with internal departments, outside consultants, and contractors on complex projects.

Interprets, organizes, and executes assignments.

Initiates and maintains extensive contacts with key engineers and officials of other organizations, requiring skill in persuasion and negotiation of critical issues.

Coaches, motivates, and builds an effective and efficient support staff by evaluating performance and developing customized performance management plans.

Keeps senior management informed of project status.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May assume responsibility for the entire engineering function in a work unit (extent of responsibilities generally require supervision of subordinate engineer/ utility designer(s) and/or technical support specialist(s)).

May be required to develop an annual work plan.

May be required to develop, implement and maintain an annual budget.

May be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees.

May be responsible for enforcing the Drug Free Workplace Policy (DFWP), based on physical location and organizational structure.

Will be required to respond under emergency conditions.

Performs other related duties as assigned.

MINIMUM REQUIREMENTS

Graduation from an accredited (Accreditation Board for Engineering and Technology - ABET) four-year college or university with a Bachelor of Science in Engineering degree. Eight years or more experience in the area of assigned engineering responsibility. Appropriate co-op time and/or an advanced degree in engineering or business may be recognized for up to six months of experience. Master’s Degree from an ABET accredited educational institution may be recognized for additional experience. Knowledge and experience with Engineering Economic Analysis and Engineering Project Management are required. Supervisory training or experience required.

LICENSES/CERTIFICATES

Meet the Florida Board of Professional Engineers (FBPE) requirements as defined in Chapter 471 of the Florida Statute.

Valid State of Florida Professional Engineer license required.

Valid Florida Driver License required.

NOTES

Work may require performance of tasks outdoors under varying climatic conditions.

May work at heights of over 100 feet on open grating or from aerial device.

Work may require physical strength and agility sufficient to safely perform all essential functions.

Work may require use of personal protective equipment including hearing protection, eye protection, foot protection, hand protection, and head protection.

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require performance of tasks in extreme heat and confined areas. .

Work at this level usually requires extensive progressive experience including work comparable to Engineer IV.

Work requires the incumbent to keep abreast of the latest Engineering advancements in the assigned discipline.

Work requires continuing education in order to maintain currency in assigned engineering discipline, regulatory changes and other related knowledge.

SELECTION FACTORS

Ability to interpret organize, execute, and coordinate engineering projects, typically involving multiple internal and/or external resources.

Ability to plan and develop engineering projects concerned with unique or controversial problems which have an important effect on major programs.

Ability to conduct research of engineering project subject area, define scope and selection of problems for investigation, and development of novel concepts and approaches.

Ability to maintain liaison with individuals and units within or outside the organization and able to act independently on technical matters pertaining to the assigned discipline.

Ability to apply complex and most current industry engineering theories, practices, and techniques to typical challenges encountered in the organization.

Ability to work under minimal administrative supervision with assignments given in terms of broad general objectives and limits.

Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

Ability to plan, organize, direct and supervise the work of engineer(s) or other professionals and/or technical support specialist(s) and/or consultants.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

Ability to communicate effectively both orally and in writing.

Ability to persuade, build consensus and negotiate.

Ability to perform involved mathematical and engineering computations.

Proficient with MS Office Suite or equivalent; knowledge of software utilized in the engineering discipline, proficiency as required by individual department.
