ABOUT THE POSITION

The Department of Public Works Printing Services Division is currently recruiting for one (1) full-time Technology Systems Coordinator . The position is located on-site at the Marin County Civic Center in San Rafael, CA. 

There is one vacancy for a Technology Systems Coordinator (TSC) in the Department of Public Works (DPW).

Reporting to an Assistant Director of Public Works, the Technology Systems Coordinator provides professional leadership and technical expertise for DPW's technology modernization initiatives. The individual in this position will assess the viability of existing processes and technology in the Department of Public Works and provide recommendations to automate, streamline, and eliminate redundancies.

The TSC will lead efforts to document the current state of technology in the department, develop a technology roadmap, and work with DPW leadership to prioritize and implement process and technology improvements. Anticipated technology projects include the implementation of an asset management database incorporating GIS, a work order request system used by multiple divisions, and a citizens reporting app. The TSC will identify best-fit software and platforms to support these projects and initiatives.

The TSC will build a team and be responsible for performance management and personnel-related activities. The TSC will collaborate with stakeholders at all levels of the organization and with different levels of experience and understanding of technology. They will work with cross-functional teams and translate business and user requirements into system design and technical specifications.

QUALIFICATIONS: 
KNOWLEDGE OF
  • Principles and practices of management, including contract and project management, implementation and evaluation; goal setting; personnel management; budgeting and fiscal administration.
  • Operations, services and activities of an information systems support and analysis program including specialized automated systems and general applications unique to the operating department.
  • Current principles and practices of complex systems, database analysis, network administration, security control, and hardware and software configuration and installation.
  • Operational characteristics of various computer systems, applications and peripheral equipment.
  • Methods and techniques used to develop, test and implement designed users' systems.
  • Capability and limitations of various computer operating systems including DOS, Windows and networks.
  • Desktop or client-server software integration.
  • Internet protocols and services such as WWW, FTP, NNTP, DNS, SMTP or others.
  • Principles of testing and quality assurance.
  • Techniques for the development of effective help documentation, training, and presentations.
  • Programming languages for the personal computer such as Access, Visual Basic or others.
  • Techniques for explaining technical concepts to non-technical users.
ABILITY TO
  • Plan, organize, supervise, train, review and evaluate the work of staff; effectively recommend selection of staff, disciplinary actions and other personnel matters.
  • Coordinate department technical activities and services with other departments, programs and/or outside agencies to achieve departmental goals, objectives and priorities.
  • Analyze problems, develop recommendations, and take appropriate action.
  • Integrate desktop or client-server software with custom applications.
  • Assemble, install, configure, repair and maintain computer hardware, peripherals and components.
  • Maintain current technical knowledge of the field including learning new and existing software, applications, databases and hardware through formal, informal and on-the-job training and self study.
  • Communicate clearly and concisely, both orally and in writing; effectively conduct meetings involving multiple parties.
  • Diagnose and resolve software application problems for desktops, network, and interface systems.
  • Analyze, install, configure, test, modify and maintain applicable operating systems, databases, applications, networks, servers and specialized software.
  • Analyze plans, processes or programs and provide verification and reconciliation of specialized departmental systems, computer programs or system processes.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Any combination of education and experience that would provide the knowledge and skills listed. Typically, the equivalent of completion of a four year degree from an accredited college in computer science or a closely related field AND four years of experience performing network and/or personal computer user support which has included a minimum of one year experience either supervising employees or functioning as a project team lead.

Experience and/or technical professional certification in related network, computer, application, software or other peripheral systems, or a substantially similar field may be substituted for the college requirement on a year for year basis.


ABOUT YOU

Our Highly Qualified Candidate:  The Highly Qualified Candidate possesses a combination of technical knowledge, strong analytical skills, and excellent interpersonal skills. They possess strong skills in organization, verbal/written communication, presentation, and facilitation.

They have led the implementation, management, and support of complex IT projects including evaluating multiple vendors, project planning and reporting, and stakeholder engagement. They have demonstrated experiences in management practices, including contract implementation and evaluation, goal setting, personnel management, budgeting, and fiscal administration.

They have knowledge of current principles and best practices of IT project management, IT architectures, databases, integration tools, security controls, digital accessibility, and cloud solutions such as Software as a Service (SaaS), Platform as a Service (PaaS) and Infrastructure as a Service (IaaS). They exhibit outstanding self-management skills and qualities including strong initiative and the ability to work independently, as well as the capacity to serve as part of a team with members of different organizational backgrounds.

The individual selected must demonstrate effective time management, organization, and project management skills, and possess the ability to provide guidance and support to the staff as needed.
