Full Job Description

JOB SUMMARY:

Manages all aspects of Health & Welfare Plans, including strategy/design, delivery/administration, vendor management, communication, compliance, reporting and financial management, as well as oversight of related Benefits Policies. Provides recommendations to Management regarding human resources policies, health and welfare plans; assists in designing and writing benefits plans, summary plan descriptions, proposals and policies; ensures compliance with Company and regulatory policies, procedures and filings.

KEY DUTIES AND RESPONSIBILITES:

  • Manages, hires, trains, evaluates, and motivates direct reports and indirect subordinates.
  • Oversees the development and implementation of the Company's health & welfare benefits plans including the Health, Dental and Vision Plans, Flexible Spending Accounts, Health Spending Accounts, Long-term and Short-term disability Accidental Death, and Life Insurance coverages.
  • Works with the Leave Management Group on issues related to Benefit plans for employees while on a leave of absence.
  • Manages employee functions in areas including, but not limited to, benefits enrollment, COBRA, retiree direct billing, benefits continuation, and billing while on leave of absence, insurance claims and the related vendors that perform these functions.
  • Oversees the reconciliation of all billing related to health & welfare plans.
  • Directs policy and compliance regarding Affordable Care Act (ACA), COBRA, Health Insurance Portability and Accountability Act (HIPAA), Privacy Practices, Employee Retirement Income Security Act (ERISA), Section 125 of the Internal Revenue Code, Qualified Medical Child Support Order (QMSCO) procedures.
  • Works in conjunction with accounting to ensure they have accurate Company cost of plans, funding information, and budgeting.
  • Oversees the design and creation of employee manuals and communication tools including, but not limited to, employee Summary Plan Descriptions (SPDs), enrollment materials and online solutions, and other HR related communications.
  • Analyzes HR policies, health and welfare plans to ensure the Company's practices remain competitive and conform to all regulatory and legal constraints. Makes recommendations as needed.
  • Coordinates the management of all health & welfare vendors and the services they provide. Assists with business partner contracts, renewals, and other relationship management responsibilities.
  • Consults with underwriters, insurance companies, and outside consultants to review the cost impact of projected benefits and policy changes. Makes recommendations to Management.
  • Works with outside consultants to determine plan design changes, administration changes, and annual pricing.
  • Develops, recommends, and implements necessary changes to ensure continued compliance with Federal, State and local regulations and Company objectives.
  • Composes and coordinates correspondence with plan participants and annual government filing requirements.
  • Provides expertise at various meetings and high-level conferences by attending and presenting data as needed.
  • Acts as a project manager for benefits-related HR policies, programs and plans as assigned by Management.
  • Keeps abreast of competitive benefits programs and industry related trends. Makes recommendations accordingly.
  • Develops subordinates and recommends placement in positions suitable for their career progression. Completes other duties, including projects, as assigned by Management.

SPECIAL KNOWLEDGE AND SKILLS

  • Broad-based health & welfare and retirement experience
  • Workday experience
  • Experience with Equifax for ACA services
  • Experience managing outsourced benefits administration
  • Vendor management in a large health & welfare ecosystem

EDUCATION AND EXPERIENCE:

  • EDUCATION: Bachelors/4 Yr Degree
  • YEARS OF RELEVANT WORK EXPERIENCE: 8+ years
  • YEARS OF MANAGEMENT EXPERIENCE: 5+ years
  • CERTIFICATIONS / LICENSES: NA
