Position Summary

The position will serve as a subject matter expert, advocate and policy resource for the American Chemistry Council's (ACC) regulatory advocacy efforts, including support of federal, state and international chemical management policy. The position is responsible for combining policy, regulatory and business knowledge with leadership and strategic planning skills to advance ACC's chemical management and regulatory activities by navigating highly complex and interrelated policy topics as well as examining issues, positions, and the regulatory and political environment. The position will work with the Vice President, Regulatory and Scientific Affairs, and the Senior Director, Regulatory Science Policy to develop, implement and deploy strategies which advance chemical management and regulatory priorities. The position will collaborate across ACC and work closely with ACC member company representatives to support the chemical industry. This position reports directly to the Vice President, Regulatory & Scientific Affairs.

Major Duties and Responsibilities

  • Works with ACC leadership, members and staff to develop, prioritize, and advocate for ACC's policy perspectives on chemical management programs, including the Toxic Substances Control Act (TSCA), regulation of environmental media (air, waste, water) impacting chemicals management, and regulation of chemicals in products.
  • Advises and assists ACC leadership and ACC departments in developing and implementing policy positions, including providing technical assistance and communication of results.
  • Prepares materials to support ACC's goals and objectives with particular attention to developing policies, methods and guidance on critical issues impacting chemical management.
  • Serves as a subject matter expert and resource to ACC Committees, self-funded groups and ACC departments on the development and execution of advocacy strategies related to chemical management and regulatory policy activities.
  • Monitors, analyzes, and tracks emerging issues, developments and trends on regulatory policy and chemical management to support ACC's advocacy.
  • Analyzes technical documents, including government assessments and regulations, to identify critical issues and policy positions for focus in advocacy efforts.
  • Prepares comments and submissions on behalf of ACC in response to initiatives that impact chemical management.
  • Builds and maintains strong working relationships with technical experts, credible third parties, and key stakeholders in relevant entities, as well as regulatory agencies.
  • Creates and manages technical consulting contracts for approved projects.
  • Serves as a representative on relevant coalitions, stakeholder groups, panels, and conferences.
  • Manages assigned groups and ad hoc teams on cross-cutting policy/technical issues.
  • Performs other related duties as assigned.

Qualifications/Requirements

Required

  • Ten years advocacy or related experience in the chemical industry, a related industry, trade association, government agencies or policy advocacy organization.
  • Ten years project/issue management experience.
  • Master's degree or higher-level degree in relevant technical or policy field.
  • Experience working with government and policy officials.
  • Ability to build consensus, work in a team environment, and coordinate across multiple groups within a large organization.
  • Ability to process complex, technical, abstract verbal and written information for purposes of establishing strategy, direction and action plans.
  • Strong written and oral communications skills, including an ability to give both internal and external presentations.
  • Ability to cultivate and manage high quality stakeholder relationships, including the development and maintenance of high-quality relationships with federal and state agency personnel.
  • Ability to work independently on a variety of complex matters simultaneously.
  • Ability to understand regulatory/policy issues and their possible impact on the business of chemistry and industries that use the products of chemistry.
  • Ability to be responsive and meet goals in a fast-paced environment.
  • Ability to travel, as needed.

Preferred

  • Juris Doctorate degree from an accredited law school.
  • Experience developing or evaluating policy and regulatory advocacy strategies.
  • Familiarity with domestic and international regulatory law.
  • Strong knowledge of state, federal, and international regulations and programs impacting chemical management, including but not limited to: the Toxic Substances Control Act, EPA's Integrated Risk Information System program; Federal Trade Commission's Green Guides; European Union's REACH program, United Nation Environmental Program's Global Framework on Chemicals, Canada's Environmental Protection Act program, Washington State Department of Ecology's Safer Products program, California Safer Consumer Products Program, and California's Proposition 65 Program.
