Summary

This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland.

Duties

WHAT YOU'LL BE DOING DAY TO DAY

As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:

  • Staying abreast of and cataloguing the literature, data and other information sources with regard to the intersection of digital technology/artificial intelligence (AI) and mental health, in order to foster the tie between research/evidence-based practices/best practices and federal activities.
  • Providing and coordinating training, technical assistance and knowledge dissemination, including researching findings, data and best/innovative practices, on the intersection of digital technology/artificial intelligence (AI) and mental health to internal and external audiences.
  • Providing program support to CMHS/SAMHSA colleagues and federal partners through consultation on the topic of the intersection of digital technology/artificial intelligence (AI) and mental health.
  • Fostering CMHS internal and external partnerships, as well as stakeholder engagement, on work addressing the intersection of digital technology/artificial intelligence (AI) and mental health, through advisory services and leadership and participation in collaborative groups and forums, such as workgroups, task forces, conferences, etc.

Qualifications

WHAT WE ARE LOOKING FOR

Basic Qualifications: Must have experience that provided:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Specialized Experience:
In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:
  1. Conducting program analysis/development, policy analysis/development and/or research in the topic of the intersection of digital technology/artificial intelligence (AI) and mental health.
  2. Collaborating with and providing consultation or technical assistance to internal and external stakeholders on the intersection of digital technology/artificial intelligence (AI) and mental health.
  3. Providing briefings or presentations regarding digital technology/artificial intelligence (AI) and mental health to other federal, state or local public or private agencies/organizations.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
