The Secure and Resilient Systems (SRS) group at Riverside Research executes a diverse portfolio of research programs for both internal and external stakeholders. SRS researchers' expertise spans many sub-fields grounded in cybersecurity including low-level software architectures, algorithms and cryptanalysis, cyber operations, formal methods, and more.
While our scientists and principal investigators (PIs) handle the deep technical workings of these programs, business-side program management is vital to the success of every program. The SRS program manager will oversee the operations of our projects including tracking budgets, schedules, staffing resources, and subcontracts. The program manager will work alongside project technical teams, Riverside Research support departments (e.g., contracts, finance), and external stakeholders to ensure the overall success of our research projects.
Consider a few hypothetical tasks that the SRS program manager may need to complete for a particular project: ensure PI & tech team are aware of upcoming deadlines for customer deliverables, communicate with customer about spending progress against plan, developing and updating project spend plans, receive and review spend data & forecasts (from Riverside finance team) and subcontractor invoices, manage incremental funding allocations to subcontractors (through Riverside contracts team), etc. Other process management tasks such as book-bossing proposal efforts may be in scope for the role as well.
To successfully orchestrate many-faceted tasks like these, we anticipate that a successful candidate will have extremely strong organization, communication, and people skills, expert capabilities with Microsoft office software including Excel, and a thorough, detail-oriented approach to assignments.
Overall, this role will require managing complex programs & processes across a diverse cybersecurity research business portfolio. The program manager will impact the national security mission by solving complex many-dimensional business optimization problems to support cutting-edge research and development. Responsibilities
- Coordinate with internal finance department and SRS management/PIs to track and forecast SRS program and portfolio budgets
- Manage contract subcontractor budget tracking and receiving
- Coordinate with internal contracts department to align contract actions with budget and staffing implications
- Use Riverside Research templates to initiate pricing estimates for new contract efforts
- Work with SRS management/PIs to track and forecast staff allocations and future staffing needs
- Implement, document, communicate, and train others on budget and staffing management procedures and best practices
Qualifications
Required Qualifications:
- Bachelor's degree, preferred in related field, such as accounting, economics, project management, business analysis, etc.
- At least ten years' experience with Government contracting or equivalent, including project spend plans, personnel allocations, working with estimates at completion
- General computing skills such as with Microsoft Windows and Office
- Advanced Microsoft Excel skills with familiarity with features such as formulas, lookups, tabs, charts, etc.
- Communication skills to integrate competing interests of multiple internal and external stakeholders
- Tendency towards initiative and organization to create an impact in a complex and high-paced research business environment
Desired Qualifications:
- Advanced degree (e.g., MBA) or certification (e.g., PMP)
- Some technical orientation to be able to connect to scientists in a cutting-edge research environment
- Ability to operate independently with limited supervision and feedback, and establish a solid working relationship with peers in the group and across Riverside Research
- Self-starter and ability to manage time and technical tasks independently without direct supervision
- Superior written and verbal communications skills
- Experience in a DoD and/or research environment
- Skills with managing proposal writing efforts
- Must be able to obtain a security clearance
