Job Description:

SUMMARY

This is journey level work performing complex repairs and maintenance on assigned vehicles and equipment.

Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this classification is distinguished from other classes by its technical nature and emphasis on advanced skilled mechanical repair work.

ESSENTIAL JOB FUNCTIONS

Maintains gasoline and diesel engines, transmissions, hydraulic systems, air conditioning, electrical, and other automotive systems in accordance with manufacturers’ recommendations and requirements and departmental procedures.

Provides roadside assistance and emergency repairs outside of garage.

Provides preventive maintenance and fueling services in the field.

Performs road tests and operational checks of vehicles and equipment before and after repairs, modifications, and service.

Ensures proper preventive maintenance service is performed in accordance with manufacturers’ recommendations and requirements.

Ensures tools, equipment and garage area are clean and orderly maintained.

Enters maintenance data into the Fleet Management Information System. Creates and completes work orders. Enters notes and comments. Requests parts as required.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May operate a fuel/lube/service or tow truck.

May deliver motor vehicles to dealerships/vendors for specialized maintenance and warranty repairs.

May shape, design, and weld equipment and materials on occasion.

Attends training seminars as needed.

May train or provide assistance to less experienced technicians or other positions as assigned.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from high school or possession of an acceptable equivalency diploma, supplemented by automotive technology or diesel mechanic technical courses by an accredited vocational-technical institution, and five (5) years of progressively responsible experience in repairing motor vehicles and/or equipment.

Desire work experience with municipal and utilities fleet vehicles and equipment, including public safety (police and fire).

CERTIFICATIONS OR LICENSES

Licenses

Valid State of Florida Class A Commercial Driver License (CDL) instructional permit required at time of appointment.

Valid State of Florida Class A Commercial Driver License with tanker and hazardous materials endorsements required within six (6) months from date of appointment.

Certifications

Under section 609 of the Clean Air Act, technicians must be certified in an approved refrigerant recovery and recycling certification program by Mobile Air Conditioning Society (MACS) or the National Institute for Automotive Service Excellence (ASE), AND

Depending on area of assignment:

Light Vehicle and Equipment Garage:

The following four (4) certificates by the National Institute for Automotive Service Excellence (ASE) must be obtained and maintained:

A4 – Suspension & Steering; A5 – Brakes; A6 – Electrical/Electronic Systems; and A7 – Heating, Ventilation, and Air Conditioning (HVAC).

Heavy Vehicle and Equipment Garage:

The following four (4) certificates by the National Institute for Automotive Service Excellence (ASE) must be obtained and maintained:

T2 – Diesel Engines; T4 – Brakes; T5 – Suspension & Steering; and T6 – Electrical/Electronic Systems.

For internal employees, a Fleet Technician I automatically progresses to Fleet Technician II upon completion of the fourth ASE certification. If the employee fails to maintain these ASE certifications, the employee is returned to the status of Fleet Technician I.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the advanced techniques and methods used in the repair and maintenance of motor vehicles and heavy construction equipment.

Knowledge of the tools and equipment used in the servicing of motor vehicles and heavy construction equipment.

Knowledge of the basic theory, operation, and maintenance of internal combustion engines, transmissions, carburetors, fuel injection and other automotive systems.

Thorough knowledge of occupational hazards and safety precautions of vehicle maintenance and repair.

Working knowledge of Microsoft Office and other technology software/tools used in fleet management.

Skill in using advanced diagnostic equipment.

Ability to effectively use and operate hand and pneumatic tools, brake lathe, and related repair tools.

Ability to install, maintain and operate diagnostic equipment and tools.

Ability to analyze data received from diagnostic equipment.

Ability to correct complex and/or unusual automotive and/or equipment problems.

Ability to interpret and explain automotive and/or equipment system theory.

Ability to instruct and train less experienced technicians.

Ability to complete accurate work orders and parts requests.

Ability to establish and maintain effective working relationships

Ability to communicate effectively, both orally and in writing.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

May occasionally lift objects up to 75 pounds.

May occasionally crawl, stand, walk, sit, listen, talk, use hands, drive, bend, climb, squat, push/pull while seated or standing, and reach above shoulder level.

WORK ENVIRONMENT

The work environment involves moderate risks or discomforts associated with vehicle/equipment maintenance. These include working in extreme temperatures, working around potentially dangerous equipment, moving parts, carts or machines, working around grease and oil, and so forth.

May be exposed to a variety of irritant chemicals, lubricants, and exhaust fumes.

May be required to use protective clothing or gear as necessary to minimize risks of personal injury.

May require performance of tasks outdoors under varying climatic conditions.
