Position Summary

The Director of Integrated Operations is a key member of the Management and Operations Division Leadership Team, responsible for airfield operations and implementing critical elements of the Management and Operations Division strategy that includes the integrated operations, emergency management, Safety Management Systems (SMS) and training program elements of the Interconnected Operations (Inter-Ops) Program. This includes directing the Airside Operations unit, Emergency Operations Center operations, Safety Management System Program implementation, and continued Technical Training and Administration program development and implementation. This leadership role is accountable for ensuring all operation, emergency, safety programs and training are compliant with Federal Aviation Regulation (FAR) Part 139. Accountable for the operationalization of the North STAR Center through a comprehensive playbook directing strategies, staffing, systems, and services that achieve the MAC's performance goals through implementing critical elements of the Management and Operations Division's Inter-Ops Program.

Position Description

RELATIONSHIPS

Supervisory:  Reports to the Vice President, Management and Operations.

Organizational: Acts as a member of the Management and Operations Division Leadership Team with regular contact with MAC staff including Senior Staff, as needed. Collaborates and coordinates regularly with the Director of Operations Optimization, Director of Maintenance Services and Asset Management and Director of MSP Terminal and Landside operations and facilities.

External: Regular interaction with the Federal Aviation Administration officials, airlines, tenants, vendors, contractors, and consultants is essential, along with occasional communication with MAC Commissioners and representatives from various public agencies.

Accountabilities and Functions

Operations Administration

  • Directs all elements necessary for the successful day-to-day operations of the airfield through a highly collaborative approach, ensuring safety, efficiency, and regulatory compliance.
  • Establishes strong relationships with the FAA and other internal and external stakeholders, driving collaboration and promoting innovation to ensure compliance with all non-ARFF aspects of FAR Part 139 requirements.
  • Responsible for directing and leading implementation of applicable SMS requirements.
  • Ensures effective alignment and integration of all SMS requirements into relevant Integrated Operations Department functions.
  • Establishes a culture of teamwork and transparency in executing airfield operations and training services, focusing on employee growth and business continuity.
  • Ensures service-oriented approach to managing Irregular Operations (IROPS), including staff plans and other activities that impact airfield operations and safety.
  • Directs the effective alignment and integration of Airside Operations systems and processes within the North STAR Center. 
  • Ensures the development and implementation of airside management policies and practices in partnership with internal and external stakeholders.
  • Leads the development and execution of a comprehensive operations training program in collaboration with all operations department leaders, ensuring that employees possess the knowledge and skills necessary to effectively execute FAR Part 139 regulated activities and in compliance with the MSP airport certification manual, operating systems and equipment, and North STAR Center Playbook.
  • Ensures that the operations training program is managed to support performance and service levels in alignment with KPIs, safety, and regularly compliance goals.
  • Responsible for oversight, direction and support of the emergency manager and enterprise-serving emergency management function. 
  • Can serve as Emergency Operations Center Director or other assigned role when the Emergency Operations Center is activated. 
  • This position requires responding on off duty hours to direct IROPS, snow and ice control events, and even times of short staffing in airside operations or EOC.
  • Creates and maintains an effective interface between the North STAR Center and the emergency management function, including the Emergency Operations Center.

North STAR Center Integrated Operations 

  • As a key member of the Management and Operations Division Leadership Team, this role is responsible for collaborative decision-making process and solution development undertaken by the team.
  • Accountable for operationalizing the North STAR Center through directing finalization of a comprehensive playbook in alignment with the MAC's Inter-Ops Program.
  • Oversees the North STAR Center's operations, ensuring performance objectives and KPIs are met across the airport operations ecosystem while establishing a framework for immediate action in emergency situations.
  • Reenforces the culture of continuous improvement within the MAC, focusing on optimizing people, processes, technology, and data.
  • Responsible for ensuring FTE staffing and resources are adequate to support the North STAR Center. 

Planning & Budgeting

  • Responsible for the budgets and capital asset plan for the Integrated Operations Department including Airside Operations, Technical Training & Administration, SMS Program, and Emergency Management Program, as well as the North STAR Center in close collaboration with the Director of Operations Optimization.
  • Develops and executes strategic plans for Airside Operations, Technical Training & Administration, SMS and Emergency Management Planning ensuring alignment that advances the MAC's performance goals through the implementation of the Inter-Ops Program.

People Leadership

Minimum Requirements

  • Bachelor's degree or higher in Aviation, Safety, Business Management or a related field.
  • Five years of aviation operations experience.
  • In lieu of a degree, nine years of aviation operations experience.
  • Three years of experience managing and supervising direct reports, including responsibilities for hiring, disciplining, coaching, rewarding, and terminating employees.
  • Demonstrated success effectively leading change and building new programs through a highly transparent and collaborative approach that effectively achieves results through others.
  • Working knowledge of FAR Part 139 and all elements of airport operations and services in a major hub-airport environment.
  • Experience effectively integrating safety programs and objectives into highly complex operations.
  • Experience improving processes, driving optimization, and increasing performance through the integration of technology. 
  • Experience working closely with local FAA air traffic control tower, airline management, and airline operations departments in the development of programs and procedures.
  • Demonstrated strategic thinking and planning skills.
  • Experience with budget management
  • Strong communication skills, including clear, concise, and persuasive writing for memos, policies, procedures, proposals, and reports, as well as effective presentation, facilitation, negotiation, verbal, and electronic communication abilities
  • Strong interpersonal communication, collaboration, and listening skills.
  • Intermediate skill level using Microsoft Word, Excel and PowerPoint.
  • Experience with cost-benefit analysis, ROI calculations, problem-solving, and decision-making.
  • Valid driver's license and, reliable vehicle to commute between job sites.
  • Available and willing to respond to emergency incidents after hours and during extended operations.
  • Working knowledge of emergency management principles and practices including the National Incident Management System.

Desirable Requirements

  • Process optimization experience.
  • Experience managing programs and business units through direct report supervisors.
  • Safety management experience
  • AAAE certification
  • Experience managing a complex and highly integrated operation in an airport environment.
  • FAA Pilot Certificate (ATP or Commercial preferred).
