ABOUT THE ROLE:

The City of Cambridge is seeking a Digital Equity & Broadband Project Manager to assist in the development, coordination, research and analysis, documentation, communication, and project management of digital equity, broadband, and other community focused IT initiatives including recommendations and outcomes from the City’s April 2021 Digital Equity Study and 2023 21st Century Municipal Broadband Study.

The candidate will work within the IT Department and collaborate closely with the City Manager’s Office and other departments involved in digital equity issues and programs including Human Services, Library, Community Development, Schools, Veterans, and Council on Aging. Projects may also require coordination with departments responsible for City infrastructure including DPW, Engineering, and Electrical and entail engaging and collaborating with independent, institutional, private, and nonprofit organizations including Cambridge Housing Authority, the Cambridge Non-Profit Coalition, CCTV, Just-A-Start, universities, and other local groups and business associations.

The candidate should be well versed in a range of digital equity, broadband systems, IT, public policy, and community advocacy topics such as connectivity and internet access, net neutrality; computer use and software application training; digital identity and personally identifiable information; the promise and perils of algorithms and artificial intelligence; open data and open systems; use of social media and the threat of misinformation and disinformation online; equity, inclusion, and individual rights online and in person; and the impact of digital inequity on education, employment, civic engagement, and social and community cohesion. The candidate must have a combination of relevant work experience and educational background in some, or all areas cited above.

ESSENTIAL DUTIES & RESPONSIBILITIES:

The specific duties of the position include but are not limited to the following:

  • Assist CIO, City Manager’s Office, and partners with Digital Equity, Broadband, and community focused IT initiatives.
  • Develop and maintain documents for Digital Equity, Broadband, and community focused City IT initiatives.
  • Conduct desktop research and analysis to inform and support Digital Equity, Broadband, and community focused City IT activities.
  • Seek, develop, and coordinate grant and other external funding opportunities to establish and support digital equity initiatives and program services.
  • At the direction of the CIO, work with City departments and external organizations to coordinate and support Digital Equity, Broadband, and community focused City IT activities.

Leadership and Supervision:

  • Provide facilitation and guidance to Digital Equity and Broadband collaborators, providing leadership, managing community relations, and reviewing work to ensure high-quality and timely outputs.
  • Advise and provide decision options to the leadership team, leveraging expertise in digital equity and broadband.
  • Establish relationships with nonprofits and community members, as well as other communities and government organizations to share best practices and tips for digital equity and broadband initiatives.
  • Performs other related duties as required.

MINIMUM REQUIREMENTS:

Education and Experience:

  • Candidate must have bachelor’s or graduate degree in a related field.
  • Must be proficient in Microsoft Office applications and willing to learn new technologies.
  • Ability to work independently and within a team.
  • Strong written and verbal communication skills a must.
  • Must enjoy working with a diverse group of people.

Knowledge, Skills and Abilities:

  • Excellent written and oral communication, interpersonal and analytical skills.
  • Ability to work with other IT and City staff in developing materials, coordinating input and communication, and managing projects and initiatives.
  • Strong organizational and project coordination skills.
  • Knowledge of grant writing, government programs, and applying for state and federal funding a plus.
  • Knowledge of data analytics and statistical analysis a plus.

PHYSICAL DEMANDS:
Ability to access, input, and retrieve information from a computer. Answer telephones and maintain multiple files. Must read and analyze large quantities of information. May require travel to get back and forth from office to offsite meetings. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

WORK ENVIRONMENT:
Work is conducted primarily in an office environment with fluorescent lighting, air conditioning, computers, and other standard office equipment, but also involves meetings in other offices or facilities. This position may be eligible for hybrid work under the City's new Telework Policy, depending on operational needs.
