Jefferson County Public Library (JCPL) is seeking a dynamic, forward-thinking leader to serve as our Chief Libraries & Inclusion Officer. This executive role is a unique opportunity for a passionate library professional to shape the future of inclusive library services in Jefferson County, Colorado.
As a key member of the leadership team, the Chief Libraries & Inclusion Officer drives JCPL's mission by envisioning and executing innovative, equitable library services that reflect the diverse needs and experiences of our community. Reporting directly to the Chief Executive Officer, titled Executive Director, this position oversees strategic planning, service development, and program delivery while fostering a culture of collaboration, creativity, and belonging.
We anticipate making a starting salary offer between $124,245 to $161,519 annually.
- STRATEGIC PLANNING & PROBLEM-SOLVING: Leads the vision for inclusive library service creation and execution. Collaborates with JCPL Division leaders on long-term strategic plans. Uses data-driven decision-making to evaluate and improve library services to meet dynamic community needs and shared goals. Engages staff and community input to frame policies and services through an equity lens. Anticipates and solves problems as non-routine situations arise. Prepares and presents reports to the Board of Trustees as needed.
- INCLUSIVE LIBRARY SERVICE: Develops and implements equitable access to library services, resources, and programming. Innovates library offerings in response to societal, technological, and community changes including but not limited to, customer digital experience, programs, physical and digital collections, physical library locations, offsite and alternative services, outreach, community partnerships, overall library operations, and a welcoming and safe customer experience overall. Oversees customer security and administers major capital projects, including renovations and new constructions. Represents the Library in community engagements and patron service inquiries.
- ORGANIZATIONAL DEVELOPMENT: Uses change management strategies to implement service improvements. Accountable for outcomes and impact in library locations, outreach, and the customer digital experience to meet the mission of the library. Creates an environment of trust, collaboration, innovation, creativity, belonging, and optimism in their division staff and with colleagues.
- LIBRARY TRENDS: Actively engages with the professional library community to identify and apply emerging trends. Directs implementation of new procedures to enhance service delivery inclusive to the diverse community of Jefferson County. Participates in state and national professional activities.
- LABOR RELATIONS: Serves on the labor relations negotiation team, providing analysis and recommendations on library services' interests related to contract bargaining agreements. Collect information and data to assess staffing and service impacts and policy implications of negotiations and disputes. Assists in resolving staffing conflicts. Collaborate with senior leadership to integrate labor agreements with overall library service strategy.
- CHIEF EXECUTIVE OFFICER DELEGATE: Will serve as one of two delegates for Library Chief Executive Officer in their absence, performing the duties and responsibilities when required which calls for quick thinking, humility, and situational sensitivity. Represents the Library Chief Executive Officer and the Jefferson County Public Library in professional organizations. Attends professional conferences and meetings at the local, state, and national levels.
- FISCAL RESPONSIBILITY: Provides vision and accountability for creation and oversite of the division budget. Works collaboratively with other division directors in the decision-making process regarding final JCPL budget submission. Researches and implements cost savings where needed. Provides input to annual plans, budgets and leadership in system-wide initiatives. Is accountable for budget guidelines and determination that resources are appropriately allocated in areas of responsibility. Directs major projects and system resources with budgetary and decision-making authority over those resources.
- SUPERVISION & MANAGEMENT: Hires, assigns, trains, directs and supervises the division staff as well as temporary staff, volunteers and interns in area of responsibility. Coaches on industry best practices. Administers or makes recommendations for routine personnel matters affecting direct reports including recruitment, orientation, training, setting performance goals, assigning and reviewing work, approving timecards, approving leave, appraising and disciplining, submitting records and documentation as required by Library and Jefferson County Policy. Conducts regular staff meetings with team members. Communicates changes in policies and procedures to direct reports and implements them as directed. Provides technical guidance and support to ensure conformity with established policies, rules and regulations. Anticipates and solves problems as non-routine situations arise. Promotes professional development and leadership skills among direct reports and teams. Responsible for creating and implementing change management plans and strategies that maximize employee engagement and minimize employee reluctance. Provides leadership towards the Library's mission, vision and values. Serves as a member of JCPL's Chief Executive Team, Director's Team and Management Team. Collaborates and coordinates with others in cross-functional teams to accomplish JCPL goals and objectives as well as Division goals and objectives. Uses and continually develops leadership skills, participates in on-going development activities, regular trainings as well as attending conferences.

Required - Master's Degree in Library Science (MLIS) or equivalent.
Required - Minimum seven years of relevant work experience, including five years in a supervisory role. An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities will be considered.
Required - Excellent written and verbal communication skills.
Preferred - Advanced knowledge in library science and organizational management.
Preferred - Proficiency in strategic planning and data analysis.
