Position Summary

This position is part of the Metropolitan Airports Commission's Office of Diversity, Equity and Inclusion in the Human Resources and Labor Relations Department.  This position is a great opportunity to connect businesses and government to better serve the needs of citizens, communities, and the economy. This position represents the Metropolitan Airports Commission as a liaison with protected small businesses, such as Disadvantaged Business Enterprises (DBEs), Target Group Businesses (TGBs) and Airport Concessionaire Disadvantaged Businesses (ACDBEs). This position recruits and recommends certification for small businesses in the construction, professional services, goods and services and concessions areas, performs informational sessions for protected class businesses and MAC employees, and ensures MAC compliance with federal regulations and state statutes as related to protected class small businesses. This position also supports various human resources functions, particularly in the areas of Diversity, Equity and Inclusion.

Position Description

ACCOUNTABILITIES AND FUNCTIONS

  • Organize and administer MAC's small business program(s), as needed. 
  • Lead and support the expansion and implementation of outreach programs/networks for small, economically and socially disadvantaged businesses and plan efforts to disseminate information about upcoming projects to increase small business participation. 
  • Lead small business program certification process including, but not limited to, reviewing applications, performing regulatory on-sites, presenting recommendations, and the review annual certification process.  
  • Serve as a member of the Minnesota Unified Certification Program and the Certification Application Committee. 
  • Serve as a resource to the prime contracting and consulting community on their outreach events to garner small business participation on projects they are bidding on or participating in.
  • Research and recruit small businesses in the areas of construction, consultants and concessions.
  • Maintain the process of disseminating information to small businesses.
  • Perform informational sessions for businesses and MAC employees.
  • Conduct site visits to ensure compliance with U.S. DOT 49 CFR Part 23 and 26
  • Assists in preparing reports on construction, concessions and consultant activity.
  • Partner with community leaders to create trust and relationships that increase visibility of MAC's small business programs. 
  • Attend business and employment fairs as a MAC ODEI representative
  • Maintain a current knowledge of existing, new or pending legislation that impacts small business programs, including maintaining knowledge of U.S. DOT 49 CFR Part 23 and 26.
  • Represent MAC at community functions including, but not limited to, National Association of Minority Contractors, Association of Women Contractors, Minority Economic Development Council and mainstream organizations.
  • Develop and maintain working relationships with staff from the Minnesota Department of Transportation, City of Minneapolis, and Metropolitan Council.
DEI Support 
  • Support outreach and community engagement activities.
  • Support DEI committees.
  • Support DEI investigation processes and procedures.
  • Research new and innovative training opportunities in DEI.
  • Maintain confidentiality of all HR matters.
Data Analysis and Reporting 
  • Gather and analyze various forms of data. 
  • Convert data into charts, graphs, and tables to tell a story.   
  • Prepare multiple reports.

MINIMUM REQUIREMENTS
  • Completed DBE/ACDBE Certification Training  
  • Three years of experience certifying businesses in small business inclusion programs (e.g. DBE, TGB, CERT)
  • Experience working and building relationships with diverse communities and/or community organizations, and/or internal and external stakeholders 
  • Experience with resolving disputes related to contracts, application processes and internal or external customers. i.e. contracts, applications, etc.
  • Experience interpreting and applying federal and state statutes, laws and rules related to U.S. DOT 49 CFR Part 23 and 26.
  • Experience with database management, data collection, analysis and reporting methods to effectively compile, review, evaluate data, write recommendations and provide reports
  • Experience using Microsoft Word, Excel and Power Point to create presentations and analyze data 
  • Ability to work a flexible schedule and attend evening or weekend events
  • Ability to work independently with minimal supervision
  • Valid driver's license
  • Reliable vehicle to commute between job sites
DESIRABLE REQUIREMENTS
  • Certification as a Certified Compliance Administrator by the American Contract Compliance Association
  • Experience reading and interpreting financial documents, balance sheets, profit and loss statements
  • Experience collaborating with other government agencies
  • Experience reviewing Request for Proposals (RFP's) and participating as a panel member
  • Completion of OSHA Construction Safety Course
  • Experience presenting to small and large audiences
  • Read, write or speak a second language
