Job Summary

The Business Manager Americas Markets COO role will be a key role in supporting the Americas Markets businesses to grow Global Markets P/L and maximise ROTE in a controlled manner, by balancing risk with commerciality.
The role will support the Markets Heads in Americas comprising of a team of 4 based in New York, and work closely with Global Product COOs, Business Risk Managers (BRM) and Corporate Functions. Responsibilities include business enablement, business risk management, local governance, conduct and supervision, change management including regulatory implementation, and dealing room management.

Key Responsibilities

  • Lead, manage and develop a team of 4 Business Managers in Markets COO supporting the local Markets Head based in New York.
  • Grow and develop a high performing team through training, coaching and mentoring.
  • Provide input into, and in partnership with Front Office drive and execute the delivery of the Global Markets strategy and business initiatives locally.
  • Partner with stakeholders and support functions to unblock any business issues and reduce the Operational Risk profile of the Americas Markets Business.
  • Continuously seek out process simplification and process re-engineering opportunities to improve operational efficiency, and greater ROTE for the Group.
  • Be the "connector" between global and local teams, importing / exporting best practices, and a "catalyst" for positive change and commercial risk management mindset.
  • Support the execution of the Broker-Dealer expansion plan.

  • Lead the identification, assessment, and mitigation of local elevated and horizon risks within business risk appetite, creating monitors and controls where appropriate.
  • Escalate any elevated risk to local Executive Risk Committee and Global BRMs.
  • Support local regulatory and internal audits and Compliance reviews.
  • Collaborate with other BRM teams to identify and address controls deficiencies and enhance / improve existing controls.
  • Support the Broker-Dealer CEO to execute and manage the supervisory framework and associated requirements, taking appropriate actions to address any deficiencies and shortcomings.
  • Establish effective management information for Markets Heads to manage Business Performance, Operational Risks and Local Conduct.
  • Support the Markets Heads to operate effective local supervision of Markets staff, and oversight of Global Credit Markets (GCM), Treasury Markets, and Capital Markets Products and Solutions (CMPS) staff in the Markets dealing room where applicable.
  • Support the Markets Heads to run the Local Markets Non-Financial Risk (NFR) Business Risk Forums (BRF).
  • Drive and manage an effective Supervision Framework for Series 24 Supervisors.
  • Support the Markets Head in the Cluster Conduct Forums.
  • Support local product enablement through the Product Governance process ensuring effective review of new Products prior to roll out.
  • Support the governance of SCSNA including the running the SCSNA governance forum, identification, assessment and mitigation of business risk issues, review / refresh of supervisory structure, compliance with 15a-6, communication tools compliance.
  • Accountable Executive for the Obligations Register under the FINRA register Rules 17a3 and 17a4.
  • Manage all materials for Americas Risk Committee, US Risk Committee (Board Level Committee), CEO Certification, AML Certification, Annual Legal Entity Strategy Document.
  • Supporting Compliance Assurance Reviews across New York, Houston, San Francisco (minimum of 4 / year)

  • Lead and manage local regulatory changes ensuring compliance.
  • Align local processes to group processes and managing any local deviations resulting from regulations and local systems.
  • Support Markets in regulatory consultations, advocacy and engagement where required.
  • Dealing room management support in capacity planning, business continuity, access controls, Service Level Agreements, licensing, etc.

Regulatory Business Conduct

  • Display exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Markets COO team Americas and Europe to achieve the outcomes set out in the Bank's Conduct Principles FM Code of Conduct .
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Qualifications

  • EDUCATION - UNIVERSITY DEGREE (FINANCE /BANKING PREFERABLE)
  • CERTIFICATIONS:ACCOUNTING, FINANCIAL RISK MANAGER QUALIFICATION PREFERABLE BUT NOT MANDATORY
  • FINRA: SIE, Series 99(PREFERABLE BUT NOT MANDATORY Series 7, Series 24)

About Standard Chartered

Expected annual base pay range for the role is 180,000 USD to 270,000 USD. The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location.
