Full Job Description

The BUDGET ANALYST is responsible for performing professional and administrative work relating to the preparation, analysis, and monitoring of NOVA Parks budgets. Work is performed under the general direction of the Budget Administrator with latitude for independent judgment and action. Work will also include preparation of schedules, spreadsheets, and reports supporting the annual audit. Clearly defined annual performance goals will be set. Hiring Salary Range: $65,000 - $75,000 ESSENTIAL FUNCTIONS (with illustrative examples of work) Budget development functions:
  • Assist in the coordination and development of the annual budget process.
  • Develop and issue budget instructions and schedules to Managers and Directors for preparation of their budget submissions.
  • Provide assistance and guidance to Managers and Directors in compiling and analyzing budget information.
  • Summarize, analyze, evaluate, and present reports on data collected during the budget process.
  • Participate and assist the Budget Administrator in leading NOVA Parks' management budget work sessions to discuss and develop budget projections and strategies, including goals, objectives, and measurable results.
  • Prepare budget worksheets, schedules, and graphics, and analyze information for all operating and capital budgets.
  • Coordinate personnel cost projections, related spreadsheets, and analysis in the budget process.
  • Use Excel, PowerPoint, Word, online budgeting software, and the accounting system to develop budget book materials and other budget-related presentations.
  • Manage the compilation, printing, and issuance of all NOVA Parks budgets.
  • Participate in the presentation of the budgets to the NOVA Parks Board.
  • Help ensure that the budget is prepared in a way to meet the standards of the Government Finance Officers Association (GFOA) Budget Awards Program.
Budget monitoring and other analytical functions:
  • Develop monthly budget spread of operating budget and upload all budgets into the accounting system.
  • Process requests for budget adjustments from initiation of request to reporting to the NOVA Parks Board.
  • Perform budget maintenance as changes occur during the fiscal year.
  • Analyze budget versus actual on a monthly basis.
  • Coordinate with Finance Department on all account number changes and verify that accounting reports can be reconciled to budget reports.
  • Support the Strategic Plan by helping collect data, refining performance measures, and communicating results to management.
  • Prepare and monitor member jurisdiction operating and capital appropriation billings.
  • Prepare special budget analysis and information, or perform special budget research as requested for use by member jurisdictions, NOVA Parks staff, or NOVA Parks Board.
  • Assist with the development and analysis of long term financial planning and forecasting.
  • Act as a liaison with budget analysts of member jurisdictions regarding budget hearings, appropriations status, and requests for information.
  • Support the ongoing use and optimization of newly implemented systems and emerging technologies related to the budget, including providing training and troubleshooting assistance.
  • Assist Finance Department in projects to include, but not limited to, audit schedules, data analysis, fiscal year-end close, and other issues related to the Annual Comprehensive Financial Report (ACFR).
  • Assist Risk Manager with insurance/workers compensation analysis.
  • Perform other duties or projects as assigned.
REQUIRED QUALIFICATIONS (minimum) Education: Graduation from an accredited college/university with a Bachelor's degree in public administration, business administration, economics, accounting, or closely related field. A Master's degree in a related field is desirable and may be substituted for experience. Physical: Non-manual work with strength and dexterity necessary to perform all required tasks, including lifting, stooping, bending, and working in tiring and uncomfortable positions in an office setting. Experience: Minimum of two years of progressively responsible experience in governmental budgeting, performance measurement analysis, accounting, or business, OR equivalent combination of education, training, or experience which provides:
  • Preferred experience with debits and credits.
  • Knowledge of quantitative methods including revenue and expenditure analysis, forecasting, performance measurement, and other related techniques relative to annual budgets, CIPs, and long-term fiscal analysis.
  • Working knowledge of principles, methods, and practices of municipal government and public administration
  • Working knowledge of governmental budgeting and accounting.
  • Working knowledge of budgetary and accounting software with ability to learn existing systems and transition to new systems.
  • Advanced abilities in Microsoft Excel, Word, and PowerPoint.
  • Experience working with financial data in a cloud-based environment, including data migration, integration with accounting systems, and ensuring data integrity.
  • Advanced analytical skills that will be used to interpret data, conduct research, analyze, and prepare reports.
  • Possess strong organizational skills and attention to detail to create reports and to maintain accurate and organized records.
  • Ability to establish and maintain effective working relationships within the agency and external contacts.
  • Ability to communicate effectively through oral and written information in a manner that is clear, organized, and audience appropriate
  • Skilled in exercising independent judgement, decision-making, and problem-solving.
  • Ability to meet strict deadlines.
  • Availability to work additional hours during peak budget season with possible attendance at evening and/or weekend meetings.
  • Ability to provide occasional support to the front desk reception area.
  • Regular and predictable attendance is an essential function of the position.
