Job Description:

SUMMARY

This is professional supervisory work planning, coordinating, and supervising all activities related to the design, implementation, deployment, and maintenance of software applications used in the day-to-day operation and management of the City of Gainesville, (Gainesville Regional Utilities and General Government).

Positions allocated to this class report to an Information Technology Manager and work under general supervision. Work in this class is distinguished from other classes by its lack of overall departmental responsibility and by its supervisory responsibility and advanced technical skills.

ESSENTIAL JOB FUNCTIONS

Depending upon area of assignment:

Oversees and directs the daily operations of a team of technicians, developers or analysts - establishing priorities, developing standards and setting deadlines. Including, but not limited to:

Scheduling, assigning, and reviewing the work of team members.

Setting work schedules for routine work, overnight and weekend support, and major project cut-over implementations.

Determining project resource needs and availability.

Tracking and reporting on work progress.

Assessing staff skill levels and apprising management of training needs.

Coordinating and scheduling resources to maintain progress and priorities among design, development, testing, and implementation activities.

Approving and coordinating leave requests to maintain coverage for critical operations

Overseeing the Software Development Lifecycle for application development projects.

Evaluates enterprise IT requirements and advises management regarding the need for improvements and upgrades of hardware, software, business processes, and software tools.

Interprets, develops and implements organizational goals, policies, and procedures.

Meets with department heads, managers, supervisors, vendors, end users, and others, to solicit cooperation and resolve problems.

Forecasts the impact of scheduled downtime proposals.

Reviews technical plans to assure conformance with design, workflow, and documentation standards.

Applies proven communication skills, problem-solving skills, and knowledge of best practices to guide a team on issues related to the design, development, and deployment of mission-critical information and software systems.

Coordinates project and task related communications and operations with users and vendors and between departments.

Supervises and coordinates the reporting and resolution of issues, requests and queries between users, the Information Technology Department, and external application vendors.

Advises management regarding staffing requirements, hiring decisions, and disciplinary actions.

Evaluates information technology proposals to assess completeness, feasibility, and resource requirements.

Recognizes and reports safety issues and identifies safety training needs.

At the discretion of their direct manager, may approve payroll batches.

At the discretion of their direct manager, may conduct performance evaluations.

Attends work on a regular and continuous basis.

NON-ESSENTIAL JOB FUNCTIONS

Conducts research on emerging products, services, protocols, and standards in support of business applications procurement, enhancements and development efforts.

Performs cost-benefit and return-on-investment analyses for proposed applications components to aid management in making implementation decisions.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from an accredited four-year college or university with major course work in information technology, business or related subject, and four years of experience in an information technology competency or software related projects including one year experience as a lead developer or lead analyst, or an equivalent combination of training and experience which provide the required knowledge, skills and abilities to perform the essential functions.

Licenses

Valid Florida Driver License required at time of appointment and at all times while employed in this classification.

KNOWLEDGE, SKILLS AND ABILITIES

Depending on area of assignment:

Ability to plan and direct the work of others.

Knowledgeable of current software technologies and tools for server environments as well as desktop environments.

Knowledgeable and experienced with all phases of software development lifecycle management.

Knowledgeable and experienced with software code development, web application development and maintenance, and/or configuration management and reporting of ERP or other large scale integrated business application software.

Knowledgeable and experienced with project management methodologies.

Experience managing multiple projects simultaneously.

Ability to inspire trust of subordinates, coworkers, other supervisors, managers, and end users.

Ability to provide effective feedback, both instructive and corrective, to subordinates throughout the year, orally and in writing.

Ability to effectively discipline, both orally and in writing, subordinates engaged in activities that do not appropriately support organizational goals or that violate city or other regulatory policies.

Ability to work without direct supervision, and to creatively and effectively solve system, hardware and interpersonal issues.

Ability to communicate effectively, both orally and in writing, with subordinates customers, coworkers, supervisors and managers.

Ability to maintain security and confidentiality.

Knowledge of principles, practices, methods, materials and theories of governmental accounting, budgeting, payroll and purchasing.

Knowledge of human resources functions and supporting software

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is regularly required to sit for prolonged periods of time.

May be required to lift, carry, push or pull 25 pounds without assistance

WORK ENVIRONMENT

Requires approximately 5% local travel to other general government or GRU locations within the Gainesville area.

May require after-hours and weekend support responsibilities.
