The Office of the County Executive is responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, and supporting the work of the County Executive by, representing the county in intergovernmental relationships, overseeing, and coordinating the work of all county departments and ensuring they provide timely, accurate and coordinated information to the public. Our staff also helps coordinate planning for County facilities, risk management, county-wide communications, supports the Board Clerks, and leads racial equity and other strategic initiatives.

ABOUT THE POSITION

This recruitment will be used to establish an eligible list to fill one (1) current vacancy in The Office of the County Executive.  

Reporting to an Assistant County Executive, the Strategic Projects Manager will lead and contribute to a variety of initiatives that improve services to internal and external customers and support countywide legislative, policy, and operational priorities.  The Strategic Projects Manager is part of a value-driven, hard-working team committed to integrity and programmatic excellence with an explicit lens on racial and economic equity. The incumbent will collaborate with diverse employee stakeholder groups at all levels, with residents and community groups, and appointed and elected officials on a wide variety of important and sometimes high-profile special projects.

The Office of the County Executive has embraced telework and offers a hybrid work schedule of no more than two days a week off-site beginning after an initial onboarding period and successful performance evaluation. Employees must also be able to report
to County facilities for various meetings and work assignments independent of hybrid schedule, upon short notice, as needed and deemed appropriate.

ABOUT YOU

The Highly Qualified Candidate is self-directed, organized, dependable, flexible, detail-oriented and has the ability to work with complex, sensitive, and visible assignments. In addition, they are a skilled communicator in both written and verbal formats and shows an ability to maintain successful, collaborative, and constructive working relationships with internal staff and members of the public. This individual demonstrates leadership through strategic planning, continuous improvement, and professional collaboration. They ideally possess either an MPA, MPP, MBA, or other higher education degree, and have performed centralized budget and financial analysis work, are adept at using financial and position control data systems, and have experience developing, analyzing, and presenting policy or financial recommendations to a board, counsel, or other decision makers. The ideal candidate will be enthusiastic, looking to grow and excel, be invested in our organization's future and are passionate about the specific policy area they apply for. They will employ a combination of budget and policy analysis skills to develop well-supported recommendations to advance the Board of Supervisors' priorities and goals. Previous work experience shows a demonstrable commitment to racial equity and instituting systems to evaluate and modify projects to ensure equitable outcomes.

QUALIFICATIONS:

KNOWLEDGE OF

  • Basic principles and procedures of public personnel administration.
  • Applicable laws, codes, regulations, and ordinances related to assigned program.
  • Basic research, data gathering, statistical analysis and report writing methods and techniques.
  • Computer applications related to the work.
  • Business letter writing and the standard format for typed materials.
  • Payroll and human resources record keeping principles and practices.
  • Clear communication practices within a business setting. 

ABILITY TO

  • Perform complex and detailed processing work in a database system, including entering data with speed and accuracy, auditing work, and running routine reports.
  • Interpret, apply, and explain applicable codes and regulations.
  • Communicate effectively and present information to individuals and groups.
  • Maintain accurate records and files.
  • Prepare clear and concise reports, correspondence, and other written materials.
  • Conduct group and individual meetings related to the area to which assigned.
  • Use initiative and independent judgment within established procedural guidelines.
  • Organize work for self and other support staff.
  • Set priorities and meet critical deadlines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Deal successfully with the public, in person and over the telephone.

Minimum Qualifications: Any combination of education and experience that would provide the knowledge and skills listed. Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment. Additional professional level work experience performing administrative, budgetary, operational, management or organizational analysis may be substituted for the required education on a year-for-year basis.

Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list. 

First round selections interview are tentatively scheduled for the week of January 27, 2025

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
