The King County Wastewater Treatment Division's (WTD's) Operations and Maintenance Section, has a staffing need for an experienced Renewable Products and Services Supervisor within their Resource Recovery Unit. 

About the Role:
As a Renewable Products and Services Supervisor, you will lead a talented team of approximately 10 professional staff members in WTD's Biosolids and Recycled Water Programs. The person in this position will be tasked with ensuring the safe, beneficial use of King County's Loop biosolids and recycled water products. The person in this position will also oversee day-to-day operations of the Biosolids and Recycled Water Programs and play a key role in developing strategies to expand and diversify the beneficial use of biosolids and recycled water. This includes managing the development of new products, such as a Loop biosolids compost product. As the Renewable Products and Services Supervisor, you will have the opportunity to shape the future of resource recovery in WTD. You will represent the Biosolids and Recycled Water Programs in WTD strategic planning and policy development efforts to expand and diversify biosolids and recycled water beneficial use portfolios for increased program resiliency and improved environmental outcomes.
You will lead through active engagement with your team to foster an anti-racist, pro-equity workplace where everyone can thrive. You will foster relationships, collaboration, and teamwork across WTD, so the division functions as One King County.

About the Team:
The Renewable Products and Services work group is part of the Resource Recovery Unit in King County Wastewater Treatment Division's (WTD's) Operations and Maintenance Section. The Resource Recovery Unit strives to bring valuable resources, technology, and sound business practices together to deliver products and programs that inspire our customers to be part of an environmentally sustainable future-today. It is responsible for ensuring safe, environmentally friendly products are made from an urban renewable waste stream including, Loop biosolids soil amendment, recycled water, and renewable energy, as well as managing programs including sustainability, technology assessment, and nutrient management.
The Renewable Products and Services work group includes WTD's Biosolids and Recycled Water Programs. The Biosolids Program manages agriculture and forestry projects and new product development for Loop, the nutrient-rich organic fertilizer alternative and natural soil builder created from King County's wastewater. The Recycled Water Program oversees King County's non-potable recycled water product that is used for irrigation, industrial applications, and environmental enhancement. Staff in these programs are responsible for developing and supporting customers, coordinating with WTD's Operations team, managing biosolids transportation and delivery, ensuring regulatory compliance, developing new products and product applications, and supporting capital and operational efforts to increase the reliability of product development and delivery.

Job Duties

What You Will Be Doing:

  • Oversee daily operations conducted and/or managed by Renewable Products and Services staff. This includes, but is not limited to, biosolids and recycled water planning, permit compliance and reporting, hauling/delivery and application, and customer development and support. Ensure integration with other WTD programs and alignment with Division business plans and priorities.
  • Hire staff, manage employee performance, and support employee development.
  • Lead development, implementation, and monitoring of the work group's annual work plan and budget.
  • Engage in division strategic planning and policy development efforts to expand and diversify the beneficial use of biosolids and recycled water produced by WTD.
  • Work closely with leadership and staff in the Resource Recovery Unit and O&M Section to craft approaches to customer development, branding, marketing, permitting compliance, and distribution for new products including a new Loop biosolids compost product.
  • Develop and present information to a variety of internal and external audiences. Act as liaison for the Biosolids and Recycled Water Programs, as needed, to potential customers, existing customers, the general public, state and local agencies, regulators, elected officials, and the media

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring   

  • Experience leading or supervising teams for complex projects or programs.
  • Knowledge and experience related to the production and beneficial use of biosolids, recycled water, or similar products.
  • Experience in regulatory compliance and policy development and/or implementation.
  • Education OR experience in environmental management, environmental policy, environmental science, agricultural science, natural resources, or other relevant discipline.

Required Licenses: 
  • A valid, unencumbered Washington State Driver's License.
It Would be Great if You Also Bring:
  • Knowledge of best management practices and regulatory requirements for land application of biosolids.
  • Knowledge of best management practices and regulatory requirements for use of recycled water for various purposes such as irrigation and environmental enhancement.
  • Experience with product development, branding, and marketing and customer service.
  • Knowledge of wastewater treatment processes, resource recovery, and industry trends.

Supplemental Information

Working Conditions:  

  • Remote and Onsite Work Details:  Employees in this role will primarily be working at a remote home location, with onsite reporting approximately 1-2 times per week or as needed. The frequency of onsite work is determined by business needs and may be adjusted accordingly.  The primary onsite reporting location is King Street Center (201 S. Jackson St, Seattle, WA 98104).  Other locations could include but are not limited to, South Treatment Plant (Renton), Loop Truck Maintenance Facility (North Bend), Snoqualmie Forest (Western Cascades), and Boulder Park (Eastern Washington). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. 
  • Work Schedule: This full-time position works a 40-hour work week with flexible schedules. This position is exempt and is covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Teamsters L117 WTD Supervisors
