Full Job Description

The Manager of Residential and Foster Care Services is responsible for implementing and overseeing high-quality service delivery for youth referred by the Office of Refugee Resettlement, who are building independent living skills in a group home environment. This role includes managing the daily operations of these services and providing structured supervision to the team at Colin Ferguson, with a focus on meeting clients' needs efficiently and minimizing barriers to access and success.

REPORTS TO: Director of Residential and Foster Care Services

ESSENTIAL DUTIES

Service Design and Client Focused Tasks

  1. Provide consultation and guidance to employees and interns on goal-planning, case plan formulation, referrals, and transition planning for youth.
  2. Convene multidisciplinary meetings that incorporate choice and voice of family and natural supports.
  3. Ensure timely completion of initial psychosocial assessments, goal plan and case management, including forms and reports mandated by the agency and contractors.
  4. Facilitate weekly employee team meetings.
  5. Monitor and support employee development and training.
  6. Participate in agency and professional conferences, learnings and/or seminars, to increase professional knowledge.
  7. Oversee completion of quarterly Performance and Quality Improvement (PQI) reviews and summaries.

Supervisory Tasks

  1. Work collaboratively with Human Resources, to recruit, interview, select, onboard, train, supervise and evaluate employees.
  2. Assist the Director with the development of onboarding and learning programs based on contracts, grants, licensing, and Council on Accreditation (COA) requirements.
  3. Alert the Director and Human Resources, of any job performance issues which may require disciplinary action.
  4. Supervise and facilitate weekly supervision meetings with the Supervisor, After Hours Supervisor and Case Manager.
  5. Share supervisory responsibilities with the Supervisor for Residential Youth Specialists.
  6. Ensure all supervision notes are maintained and current for all employee-held meetings.

Program Administration

  1. Ensure compliance with major grants, contracts, data collection and reporting requirements.
  2. Become familiar with and monitor implementation of the requirements of funding/referral agencies.
  3. Maintain a positive working relationship with the key employees of the funding/referral agencies.
  4. Prepare required and timely reports for funders, including Office of Refugee and Resettlement (ORR) and Department of Children, Youth and Families (DCYF) contracts.
  5. Meet weekly with Director, and relevant internal partners, to discuss and review program operations and policies, initiate discussion on areas of concern and report on the status of clients and families.
  6. Ensure timely placement of appropriately screened youths, to avoid vacancies and ensure the program is maximized to meet the needs of the youths.
  7. Maintain, review, and approve, required case notes, documentation, and reports.
  8. Adhere to the agency's policies, procedures, Council on Accreditation, and licensing requirements.

Community Relations

  1. Maintain a positive working relationship with school, police, Children's Administration, health providers, faith-based organizations, and other groups who might provide services or refer clients.
  2. Establish and maintain strong connections with community agencies and other relevant resources to identify long-term placements and other needed services for youth.
  3. Represent the agency on inter-agency taskforces, networks, etc.
  4. Develop and maintain relationships with community providers to share program information and coordinate services.

JOB REQUIREMENTS

A. Education and Experience:

  1. Bilingual in English/Spanish
  2. Bachelor's degree in the behavioral sciences, human service, or social service field; or a bachelor's degree and at least 1 year of progressive employment experience that demonstrates supervisory and case management experience.
  3. Five years' experience in the field of child welfare.

B. Additional Requirements

  1. Must be 21 years of age or older.
  2. Must satisfactorily pass criminal history check
  3. Must satisfactorily pass tuberculosis (TB) test.
  4. Complete a de-escalation and restraint training within the first 45 days of employment to be eligible to be involved in the restraint of a youth if necessary.
  5. Must have reliable transportation and a valid Washington State driver's license (or be able to obtain one by date of employment).
  6. Employees and volunteers who operate their own or Friends of Youth vehicles on Friends of Youth business, must have a safe driving record as defined by Friends of Youth.
  7. Employees and volunteers who operate their own vehicle(s) on Friends of Youth business must carry auto liability insurance that complies with the requirements of Friends of Youth.
  8. Must successfully complete the following health certification requirements within 30 days of employment: CPR, First Aid and Bloodborne Pathogens.
  9. Proof of the following vaccinations is required: First two doses of COVID-19, influenza (during flu season), Varicella (two doses or titers indicating immunity), MMR (two doses or titers indicating immunity). Tdap (one dose).
  10. A favorable outcome from a suitability determination in accordance with Office of Refugee Resettlement regulations and procedures is required for this position.

C. Knowledge, Skills, and Abilities

  1. Able to engage with diverse populations in a culturally responsive manner.
  2. Demonstrate a commitment to the values of diversity, equity, and inclusion by honoring and celebrating diverse characteristics and expressions of personal identity.
  3. Strong commitment to Friends of Youth's mission, vision, and values.
  4. Knowledge of various mental health treatment modalities, de-escalation, and Dialectical Behavior Therapy (DBT) skills.
  5. Strong organizational ability.
  6. Excellent verbal and written communication skills.
  7. Working knowledge of the principles of trauma informed care, positive youth development, and harm reduction within culturally appropriate frameworks.
  8. Knowledge of Council on Accreditation (COA) and Washington Administrative Code (WAC) for Residential Group Homes preferred.
  9. Able to adapt and respond to change effectively; proactively seek opportunities supportive of change.
  10. Able to identify challenges and formulate and implement solutions, utilizing the expertise and input of others.
  11. Ability to be flexible and responsive to the needs of youth in care and employees.
  12. When on-call, must be able to respond in person, as needed, and address emergent and safety concerns within a reasonable amount of time 24 hours a day.
  13. High integrity when dealing with restricted, and/or confidential information.
  14. Ability to accurately maintain and produce files, records, logs, and reports.
  15. Ability to maintain professional boundaries with clients while building trust and respect.
  16. Cultivate an atmosphere of inclusivity and respect for everyone.
  17. Ability to develop and maintain community resources.
  18. Ability to work occasional evenings and weekends required.
