Summary

This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, headquartered in Washington, District of Columbia.

Duties

WHAT YOU'LL BE DOING DAY TO DAY

As an Interdisciplinary Scientist you will use your knowledge and experience optimize business results and customer experience by:

  • Provides scientific, technical and management direction over advanced medical countermeasure development programs.
  • Analyzes the expected impact of scientific and technical developments, and contemplated budget revisions, program adjustments, economic trends, or directives from senior leadership upon the assigned project and provides the results to Program, Divisional and BARDA senior leadership.
  • Manages the complex acquisition process coordinating through all functional areas in collaboration with assigned contracting officers (COs).
  • Provides scientific and technical input to medical countermeasure research initiatives, critically evaluates existing initiatives, and leads the development of new program initiatives.
  • Presents complex scientific and technical information orally and in writing to a variety of audiences and serves in a representative role for BARDA with other stakeholders, including industry, academic and not for profit organizations, and other federal agencies

WHAT WE ARE LOOKING FOR
Applicants must demonstrate that they meet one of the Basic Requirements AND Specialized Experience requirements as noted below.

Basic Requirement for the GS-0401, Biologist: You must meet one of the items listed below (A or B):
A. You must possess a bachelor's degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Must provide transcripts)
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in response A above, plus appropriate experience or additional education. (Must submit transcript.)

Basic Requirement for the GS-1301, Physical Scientist: You must meet one of the items listed below (A or B):
A. You must possess bachelor's degree or higher from an accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Must provide transcripts)
OR
B. Combination of education and experience: education equivalent to one of the majors shown in response A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Must provide transcripts)

Basic Requirement for the GS-1320, Chemist: You must meet one of the items listed below (A or B):
A. You must possess a bachelor's degree or higher from an accredited college or university in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. (Must provide transcripts)
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. (Must provide transcripts)

Basic Requirement for the GS-0601, Health Scientist:
A. You must possess a bachelor's degree or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (Must provide transcripts)

AND

Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service performing at least three (3) of the duties listed below:
  • Applying senior scientific expertise in an area of biology, microbiology, physical sciences, or health sciences to advance the development or evaluation of one or more medical countermeasures (e.g. a vaccine, drug or other biological agent, diagnostic device or test or their manufacturing);
  • Providing scientific and program management expertise in developing, implementing, and coordinating multiple research initiatives for the development of one or more medical countermeasures (e.g. a vaccine, drug or other biological agent, diagnostic device or test or their manufacturing) and developing and implementing long and short-range goals and courses of action to achieve results.
  • Leading multiple medical countermeasure focused projects or a comprehensive program, including coordinating and managing resources, monitoring schedule and contractor or grantee performance, and assessing costs related to performance and results.
  • Analyzing the impact of unanticipated scientific or technical developments and budget revisions on medical countermeasure (e.g. a vaccine, drug or other biological agent, diagnostic device or test or their manufacturing) programs or projects and formulating and implementing strategies to minimize or mitigate their adverse effects.
