Full Job Description
The Accountant II for the Chesapeake Transportation System (CTS) performs professional accounting, reconciliation and analysis duties for the Chesapeake Expressway and the Dominion Boulevard Veterans Bridge tolling facilities. This position is responsible for completing a variety of accounting and research tasks related to the accurate recording and reporting of toll revenue and expenses for both toll roadways. This includes but is not limited to creating and processing daily and monthly journal entries, preparing cash and revenue reconciliations, compiling monthly reports for review and distribution, researching accounting issues and determining strategies and procedures for resolution, performing analysis of monthly financial statements, preparing fiscal year-end audit documentation as required by the City's external auditors, and administering and delegating activities for assigned special projects.
This position will also function as backup for the CTS Fiscal Administrator, which will include the above duties along with supervising subordinate CTS-Finance staff and approving journal entries, requisitions, invoice payments and reports when the Fiscal Administrator is not available.

Specific duties:
- Processes daily journal entries for both roadways to record revenue deposits.
- Processes monthly journal entries to record interest income, debt interest expense accruals, cash flow, revenue accruals, toll processing fees, and other journal entries as needed.
- Performs monthly cash and revenue reconciliations to verify accuracy of the CTS general ledger accounts.
- Prepares monthly financial reports that are sent to City Council and made available to the public.
- Prepares fiscal year-end audit workpapers and supporting documentation for review and submittal to the City's external auditor within strict deadlines.
- Uses Excel regularly to perform accounting calculations and create backup information for journal entries, reconciliations and reports.
- Assists with special projects and other related duties as assigned which may include working with complex spreadsheets and financial data.
- Provides CTS accounting-related services and information to internal and external customers as needed.
- Functions as backup to the CTS Fiscal Administrator as needed.
